County/City Contracts- Obstruction Clearance Certification

Effective immediately, obstruction clearance certifications (Form 498) on county/city contracts will NO LONGER be necessary
on contracts covering the following construction:
- Placing of Aggregate
- Motor Grader leveling
- Resurfacing
Right of way should be certified under the existing procedure followed in TOPPS directive 2730-4.
