County/City Contract Pavement Design

Pavement design on county/city contract estimates shall be guided by the following:

  1. Where justified, plant mix may be used for new pavement or resurfacing. The type and amount should be based on good engineering judgement.

  2. On resurfacing projects where surface treatment is specified but the local government desires plant mix, the additional cost will be borne by the local government. If surface treatment is specified due to structural deficiencies, the plant mix substitution will be made at a minimum of 165 Lbs. per SY. If surface treatment is specified due to surface deficiencies, i.e., missing stone, the plant mix substitution will be made using a minimum of 125 Lbs. per SY.

  3. On a newly constructed base with surface treatment for pavement, and the local government desires plant mix, the substitution may be made by substituting a minimum of 220 Lbs. per SY of 12.5 mm asphaltic concrete. Additional thickness may be required in some instances. This will be left to the judgement of the Engineer. The additional cost is to be borne by the local government.

  4. Where plant mix is not justifiable and surface treatment is to be recommended, the type and stone size should be shown as appropriate for the job need.
