Duty Station Reassignments

The Georgia Department of Transportation (GDOT) recognizes that there are a variety of circumstances under which employees may be reassigned from one duty station to another. The reassignments may be occasioned by the business needs of the Department or as requested by employees.

DEFINITION:

A duty station reassignment is the movement of an employee from his/her current position to another position with the same job title and pay grade. A reassignment may also be the movement of an employee and the employee’s position from one organizational unit to another.

INVOLUNTARY REASSIGNMENT:

The GDOT reserves the right to reassign employees at any time such reassignment is appropriate due to operational requirements or business needs. Reasons for involuntary reassignment shall include, but not be limited to:

  1. Staffing shortages or work load requirements;
  2. Budgetary constraints or realignments;
  3. Specialized employee skills specific to projects or assignment; and,
  4. Employee performance or disciplinary issues.

Documentation specifying the reason(s) for the involuntary reassignment must be attached to the Transaction Request Form submitted to the Office of Personnel.

VOLUNTARY REASSIGNMENT:

It is the policy of the GDOT that all employees should have every reasonable opportunity to apply for reassignment to vacancies that occur within the same job title. In addition, it is frequently beneficial to both employees and the Department that Offices and Districts have the ability to limit the area from which requests for reassignment will be accepted.

The Office of Personnel will initiate and monitor an agency-wide listing of employees who have indicated an interest in voluntary duty station reassignment. Each Office or District shall post a notice at each permanent work location informing employees that management can be informed of interest in duty station reassignment by filing an Application for Duty Station Reassignment (DOT 4129). The notice must indicate that:

  1. Applications may be filed or withdrawn at any time;
  2. Applications are to be filed with the Office or District personnel representative;
  3. Applications will remain on file and be valid for six (6) months unless withdrawn; and,
  4. Separate applications must be filed if an employee is interested in multiple duty stations.

NOTE: Each Office or District is responsible for adding/removing employees from the Reassignment Request List upon receipt of notification by employees. The Office of Personnel is responsible for routinely removing names of employees whose application has been on file in excess of six (6) months.

Each Office Head or District Engineer may select one of the options indicated below to determine the manner in which vacancies will be filled.

Option 1 – Vacancy Posting

Advertise all vacancies using the process specified in TOPPS 2150-2, Advertising Job Vacancies. Such postings will be open to all qualified employees of the GDOT.

Option 2 – Reassignment Request List

Limit recruitment by selecting the names of employees from the agency-wide Reassignment Request List. The names selected must include all employees in the same job title as the vacancy that have indicated a desire to be reassigned to the duty station of the vacancy. NOTE: This option will not apply to non-delegated job titles.

SELECTION USING OPTION 2:

If recruitment is limited by the use of Option 2, selection of an employee to fill a vacancy must be made from the pool of reassignment applications received. If no applications are received, the vacancy must be announced in accordance with TOPPS 2150-2.

Since duty station reassignments under this policy are limited to current incumbents of the same job title as the vacant position, it is understood that applicants possess all necessary qualifications. Submission of a Georgia Merit System or GDOT application for employment and interviewing selected applicants is not required.

Selection of an applicant to fill the vacancy shall be at the discretion of the Office Head/District Engineer and shall be based upon the information provided on the Application for Duty Station Reassignment.

Applicants whose performance or compliance with terms and conditions of employment is considered to be less than ‘Meets Expectations’ may be excluded from consideration.
