Field Plan Review Inspections

The purpose of this document is to identify the procedures and the necessary documents required in order for Field Plan Review Inspections to occur.
- REQUEST FOR A PRELIMINARY FIELD PLAN REVIEW INSPECTION
Preliminary Field Plan Review request is submitted by the GDOT Design Project Manager to the Office of Engineering Services and shall include the following:
- Transmittal letter describing the project
- Attached checklist (at the end of this document)
- Letter from the Office of Environment/Location addressing the status of the environmental document and the public hearings including the date that the NEPA or GEPA Document was approved
- Written certification that the current design for the proposed project is consistent with the RTP/TIP/STIP
- Plans (one full size set and two half size sets) including the following:
- Cover sheet
- Typical sections
- Pavement limits
- “Environmental Green Sheet” from the Office of Environment/Location stating the conditions in the environmental document and that the conditions of any environmental permits have been adequately addressed by the plans and specifications
- Horizontal alignments
- Vertical alignments
- Cross sections
- Construction limits
- Right of way and easements
- Existing utilities
- Preliminary Water and Sewer Plans (to be included in the Contract)
- Drainage, including profiles and cross sections (culverts, pipes, ditches, & channels)
- Staging plans, including Staging Cross Sections
- Preliminary bridge layouts approved by the Bridge Office
- Retaining wall locations and wall envelopes
- Preliminary Signal and Signing and Marking Plans, including Strain Poles, WCR's and islands
- Driveways and driveway profiles
- Sediment basins (location, size, calculations, and footprint)
- Detention basins (location, size, calculations, and footprint)
- Erosion Control Plans based on the staging required
- Project Specific Special Provisions
- Drainage Calculations including Sediment and Detention Basin calculations
- Hydraulic Studies approved by the Bridge Office
- Capacity analysis of major intersections
- Approved Soil Survey Report (See: Soil Survey Map)
- Required for Projects in the “gray highlighted” parts of the State except for minor projects such as Traffic Signal, ATMS, Intersection Improvement, Landscaping, and Lighting Projects.
- Required for other Projects that are not in the “gray highlighted” parts of the State when the Office of Materials and Research determines that one is necessary due to environmental impacts and constraints.
- Bridge Foundation Investigation Report (if available)
- Preliminary Earthwork calculations including a summary of mainline and side road volumes that are based on the Staging of the Project.
- Preliminary Project Cost Estimate (Construction, Right of Way and Utilities)
- SUE “Conflicts Matrix”, if applicable

Failure to provide adequate plans and all of the required information with the Preliminary Field Plan Review Inspection request will delay the scheduling of the Inspection. |
- REQUEST FOR FINAL FIELD PLAN REVIEW INSPECTION
Final Field Plan Review request is submitted by the GDOT Design Project Manager to the Office of Engineering Services and shall include the following:
- Transmittal letter describing the project
- Written certification that the current design for the proposed project is consistent with the RTP/TIP/STIP
- Attached Checklist
- Completed plans (one full size set and two half size sets)
- All plans that will be part of the contract must be submitted. Examples are:
- Roadway plans
- Bridge Plans approved by the Bridge Office
- Retaining Wall Plans
- Noise Wall Plans and Details
- Signing and Marking Plans
- Erosion, Sedimentation and Pollution Plan and Comprehensive Monitoring Plan
- Traffic Signal Plans
- Staging Plans
- Lighting Plans
- Utility Plans (including water and sewer relocation plans)
- Restoration/Mitigation Plans
- Sediment Basin Construction Details
- Detention Basin Details
- All Project Specific Special Provisions
- “Environmental Green Sheet” from the Office of Environment/Location stating the conditions in the environmental document and that the conditions of any environmental permits have been adequately addressed by the plans and specifications
- Earthwork calculations based on Staging of the Project including a summary of mainline and side road volumes and “end area” output files
- Approved Soil Survey Report (unless previously submitted) except for minor projects such as Traffic Signal, ATMS, Intersection Improvement, Landscaping, and Lighting Projects
- Approved Bridge Foundation Investigation Report
- Approved pavement design (See “Standard Pavement Sections for Minor Projects”)
- Project Cost Estimate (Construction)

- SCHEDULING OF THE FIELD PLAN REVIEW INSPECTION
The Scheduling Letter will include the following:
- Project description
- Time, date & location of meeting
- Identification of Coordinators - Personnel responsible for obtaining the information and providing the coordination necessary for the field plan review.
- A request that the bridge endrolls be staked out prior to the meeting, if applicable
- A request that the centerline be staked out prior to the meeting on new location projects.
- Identification of offices requested to send representatives

The Office of Engineering Services may request the District Construction Engineer to schedule and conduct Preliminary or Final Field Plan Review Inspections for some projects. The Office of Engineering Services will provide written comments prior to the date of the Preliminary or Final Field Plan Review Inspection. The Preliminary or Final Field Plan Review Inspection Report should be submitted to the Office of Engineering Services for approval and distribution. |
- DISTRIBUTION OF PLANS AND SPECIAL PROVISIONS FOR FIELD PLAN REVIEW INSPECTIONS
Distribution of plans and Project Special Provisions to other Offices for Field Plan Reviews shall be made by the GDOT Project Manager at the same time distribution is made to Engineering Services. Plans and Project Special Provisions shall be sent to the Offices noted on the attached “Distribution List for Field Plan Review Requests”.

All plans and Project Specific Special Provisions must be received by the offices sending representatives to the meeting no later than the date specified in the scheduling letter or the Inspection will be canceled. |
- ATTENDANCE FOR FIELD PLAN REVIEW INSPECTIONS
- Office portion of Inspection
- Coordinators identified by scheduling letter
- Personnel from offices requested to send representatives by scheduling letter
- Personnel requested by coordinators to attend
- Other personnel wanting to attend meeting
- Field portion of Inspection
- Coordinators identified by scheduling letter
- Personnel requested by coordinators to attend field portion
- PREPARATION FOR FIELD PLAN REVIEW INSPECTIONS
- Coordinators are expected to review the plans and Special Provisions, consult with other personnel to obtain review input, and invite other personnel to the meeting for assistance. Coordinators are also expected to bring written comments reflecting their review to the meeting and to participate in the entire Inspection. If possible, these comments should be provided to the Office of Engineering Services prior to the date of the Inspection.
- Other personnel attending the meeting are expected to review the plans and Special Provisions prior to the meeting, to be prepared to participate in discussions, and to provide information in their areas of expertise. Coordinators may request office representatives to attend the entire Inspection.
