Unsolicited Process and Procedures

Private entities can submit an unique and innovative unsolicited proposal for the design, funding, construction and/or maintenance of a transportation improvement to be considered by GDOT: if the project is not substantially similar to other transportation projects already in the State Transportation Improvement Program (STIP); or, if it is similar to a project in the STIP, that project has not been fully funded by GDOT or any other entity at the time the proposal is submitted. Below is the five phase process that is outlined in the Department’s Procedures for Unsolicited Proposals.

Phase I – Evaluation Phase Activities

  1. Unsolicited Proposal Received
  2. AC Review of Initial Qualifications/ General notice and Executive Summary Posted (within first 5 days)
  3. AC Initial Review/ if approved, Public notice and Initial Public Comment Outline posted (within first 30 days)
  4. LOITS deadline (45 days after publication of notice)
  5. Questions due from interested proposers (within 121 days after publication of notice)
  6. Competing proposals due to Department (135 days after the publication of notice)
  7. AC will have sub-committees do a detailed evaluation of all proposals
  8. Department will short list the highest ranked firms based on detailed evaluation
  9. AC will meet to make a proposal selection for further consideration
  10. AC taskforces will evaluate proposal and draft the LOI
  11. The AC review the LOI consideration/ recommendation to EC

Phase II – Committee Recommendations

  1. AC presents recommendation to EC
  2. EC evaluation of project and review of AC recommendation
  3. EC consideration of LOI and recommendation to Board

Phase III – Board Consideration of LOI

  1. Board report to Governor, House and Senate Transportation Committees
  2. Non-proprietary proposal posted on Department’s website/ 15-30 day public comment period
  3. Board review of LOI and determination of whether to move forward with negotiations
  4. Department and Proposer Execute LOI

Phase IV – Development Phase Activities

  1. AC taskforce Negotiations of PFA/DSA
  2. PFA Execution
  3. DSA Execution
  4. Notice to Proceed

Phase V – Final Contract Negotiations

  1. CPPI Negotiations
  2. Department approval of all CPPI contracts (Design-Build; Finance Plan; Operations and Maintenance Agreement; etc.)
  3. Public Comment period before CPPI approval (30 Days)
  4. Board Review and vote on CPPI
  5. CPPI Execution by Department and Proposer
  6. Construction begins
