Solicited Process and Procedures

Georgia DOT may solicit proposals through the RFP Process as a way to accelerate achievement of the state's priorities for necessary improvements to the transportation infrastructure. Below is the five phase process that is outlined in the Department’s Procedures for Solicited Proposals.

Phase I – Evaluation Phase Activities

  1. Department Screening Process
  2. 30 day public comment period to accept suggestions on solicitation of projects
  3. Department will determine the feasible projects for either a conceptual or detailed solicitation.
  4. Pre-Submittal Conference
  5. Department will advertise RFP, either conceptual (two-step) or detailed (one-step)

    Conceptual RFP Process
  6. Conceptual Proposal Received within 60 days of RFP
  7. AC to determine if the Initial Qualifications of the proposal have been met
  8. Electronic executive summary for each qualifying proposal will be posted
  9. AC Initial Review
  10. AC Sub-Committees will rate the proposals
  11. Department will short list the highest ranked firms based on AC ratings
  12. Selected proposers will have 165 days to submit a detailed proposal

    Detailed RFP Process
  13. Detailed Proposal Received within 165 days of RFP
  14. AC to determine if the Initial Qualifications of the proposal have been met
  15. Electronic executive summary for each qualifying proposal will be posted
  16. AC to conduct a Detailed Evaluation
  17. AC Sub-Committees will rate the proposals
  18. Department will short list the highest ranked firms based on AC ratings
  19. Proposers on the short list may be required to give an oral presentation
  20. AC will meet to make a proposal selection for further consideration
  21. AC taskforces will evaluate proposal and draft the LOI
  22. The AC review the LOI consideration/ recommendation to EC

Phase II – Committee Recommendations

  1. AC presents recommendation to EC
  2. EC evaluation of project and review of AC recommendation
  3. EC consideration review of LOI and recommendation to Board

Phase III – Board Consideration of LOI

  1. Board report to Governor, House and Senate Transportation Committees
  2. Non-proprietary proposal posted on Department’s website/ 15-30 day public comment period
  3. Board review of LOI and determination of whether to move forward with negotiations
  4. Department and Proposer Execute LOI

Phase IV – Development Phase Activities

  1. AC taskforce Negotiations of PFA/DSA
  2. PFA Execution
  3. DSA Execution
  4. Notice to Proceed

Phase V – Final Contract Negotiations

  1. CPPI Negotiations
  2. Department approval of all CPPI contracts (Design-Build; Finance Plan; Operations and Maintenance Agreement; etc.)
  3. Public Comment period before CPPI approval (30 Days)
  4. Board Review and vote on CPPI
  5. CPPI Execution by Department and Proposer
  6. Construction begins
