The State Transportation Board policy concerning public-private transportation initiative proposals is to assure each solicited as well as unsolicited proposal and competing proposal meet the qualifying guidelines in an open, decision making process that lead to implementing qualified public-private projects that provide betterment and efficiency to Georgia’s transportation system.

Public private initiatives have the potential to reduce project costs and deliver higher quality transportation projects as well as providing improvements to current facilities. The State Transportation Board’s network vision for public private initiatives includes the following: the endorsement of the use of PPI's in general, as a tool to fund appropriate projects; aggressively soliciting proposals for appropriate PPI projects; and, existing general purpose lanes on interstates and major state routes are to remain free with managed lanes barrier separated where feasible.
