Georgia DOT Receives Competing PPI Proposals for I-285 Truck Only Lanes


ATLANTA, October 30, 2006
– The Georgia Department of Transportation (DOT) announced that it received four competing Public-Private Initiative (PPI) proposals for Truck Only Toll Lanes (TOT) on the west wall of I-285.

The Georgia DOT has received competing proposals from the following firms: NW Express Team, a consortium comprised of principals from Skanska, Citigroup and ARCADIS, TOTal Mobility Atlanta, a consortium of principals from TransUrban, Fluor, Parsons Brinkerhoff and DEPFA Bank, Horizon Mobility Group comprised of principals Moreland Altobelli and Earth Tech and Georgia Mobility Partners with principals from Cintra, Ferrovial Agroman and E.R. Snell Contractor, Inc. These firms were required to send a Letter of Intent to Submit a Competing Proposal to the Department by July 31, 2006 with the final deadline for the full proposal today, October 30, 2006 at 10:00 AM.

Following Georgia DOT procedures, the department has five working days to determine if a received competing PPI proposal meets initial qualifications. Executive summaries will be posted on the Department’s website for competing PPI proposals that meet initial requirements and an in-depth review by the Advisory Committee will begin.

The original proposal from consortium I-285 Northwest TOT Team which includes the firms of Goldman Sachs & Co., McGuireWoods, LLP and Post, Buckley, Schuh & Jernigan, Inc. seeks to add Truck Only Toll (TOT) Lanes to the west wall of I-285 from the I-75 interchange to I-20 west, extending out to Thornton Road. The Georgia DOT received this fourth original unsolicited PPI proposal on May 18, 2006 and decided to allow further consideration of the proposal on June 16, 2006 with the window for competing proposals closing today, October 30, 2006 at 10:00AM.
