Georgia DOT Intends to Solicit First Ever PPI Proposal on I-20 East to Turner Hill Road in Metro Atlanta



ATLANTA, July 19, 2007 –– The Georgia Department of Transportation announced its intent to solicit a Public-Private Initiatives (PPI) proposal for two managed lanes in each direction on I-20 east of  I-285 to Turner Hill Road, located on the east side of Metro Atlanta.
According to the Policy and Procedures for Public Private Initiatives, Georgia Department of Transportation is required to evaluate projects to determine the suitability and feasibility for solicitation as a PPI. Through this process, the Department’s Screening Committee has reviewed the traffic and revenue estimates, cost, finance-ability, environmental strategy, and operational effectiveness.  Based on the Screening Committee’s review and analysis, the Department has determined the I-20 corridor from I-285 East to Turner Hill Road meets the Department’s Solicited PPI Screening Criteria and was selected as a highly feasible corridor for detailed solicitation.

The Department presented the findings of the Screening Committee to the State Transportation Board PPI Subcommittee on Thursday, July 19, 2007.  Following the committee meeting, the Department announced a Notice of Intent to Solicit, which was immediately posted on the Department’s PPI website to maximize the reach of the solicitation information.  The Department will provide this public notice of intent to solicit for a minimum of 30 days prior to solicitation; the public is invited to view general I-20 information located at www.i-20dekalbhov.com and comment on the intended solicitation on the department’s PPI website. 

In accordance with the Department’s PPI Procedures, the Department will have a Pre-Solicitation Information Meeting to discuss the solicited RFP and to provide an exchange of information regarding the project two weeks after the initial public notice.  The meeting will be held on August 2, 2007 at the Department’s General Office located at 2 Capitol Square, Atlanta, GA 30334, in Room 401. All questions and answers will be posted on the Department’s website as well as the Georgia Procurement Registry website following the Pre-Solicitation Information Meeting to keep the process as open and transparent to the public as possible while ensuring a fair procurement process.
