Community Awareness

It is our goal at the Georgia Department of Transportation to involve the public throughout the process of considering a public private initiative for a transportation improvement project. Through providing the information about our process and current projects and proposals online, we hope to make our process as open and transparent as possible.

Feedback is encouraged at all times during the public private initiative process. There are also formal public comment periods that are listed below:

Unsolicited Public Comment Periods

  • Within five days of receipt of an unsolicited proposal, proposals meeting the initial qualifications will be posted on this website and in a newspaper of general circulation in the county in which the project is located. The Executive Summary for the project will also be posted to provide information on the unsolicited proposal.

  • If the unsolicited proposal meets the initial qualifications and initial review by the Advisory Committee, within 30 days of receipt of the unsolicited proposal, a public notice will be posted on the Department’s website, the Fulton County legal organ, and in the legal organ of the county in which the project is located. The Initial Public Comment Outline will also be posted on the Department’s website. Public comments will be accepted by using the Public Feedback form on this website or by mailing them to:

  • In accordance with Board Rule, Policy, and Procedures, a period for public comment is invited and encouraged if the Advisory Committee and Evaluation Committee recommend proceeding with negotiations. The public comment period occurs for a minimum of 15 days before the State Transportation Board can vote on whether to approve the LOI.

  • A non-proprietary version of the proposal will be available for public review during the public comment period.

    Once a project is in the development phase, there are even more opportunities for public involvement as part of the environmental impact process. At this time several public information meetings will be held along the proposed corridor which will provide information about the project and its impact to the surrounding communities. This is another chance for citizens to offer remarks or present questions and/or concerns about the project via public comment cards or through a stenographer.   • Finally, if and when the Department and its private partner reach a final agreement to enter into a Contract for Public Private Initiative (CPPI) or final contract, a notice will again be published in the Fulton County legal organ, the legal organ of the county in which the proposed project will be located, and posted on this webpage. Citizens will have one last opportunity to review and comment for 30-45 days before the CCPI is signed.

Solicited Public Comment Periods

The procedure for determining the best suited projects for a solicited PPI will include a 30 day public comment period to accept suggestions on solicitation of projects via this website. The Department may also elect to notify organizations that can provide valuable input to the process.

  • After a Request for Proposals (RFP) has been issued, the solicited proposals submitted in response to the RFP will be listed on this website once the deadline has expired. The general notice and executive summary for each submittal will be posted to provide information on the solicited proposals.

  • Once a proposal has been selected, in accordance with Board Rule, Policy, and Procedures, a period for public comment is invited and encouraged if the Advisory Committee and Evaluation Committee recommend proceeding with negotiations.
