Welcome to the Interstate System Plan

The Georgia Department of Transportation has developed an Interstate System Plan (ISP) for Georgia’s Interstate System focused outside of the 13-County Atlanta non-attainment area.   The Interstate System in Georgia was constructed based on plans developed during the 1950’s.  The system was designed to provide for Interstate connectivity, defense, and commerce.   The Interstate System was declared complete when the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) was signed into law, after nearly four decades of construction.   The system continues to be a critical component of the transportation network.   The Interstate System Plan identifies improvements to the total system based on a comprehensive assessment of system needs.

Creating the Interstate System


The goals of the ISP mirror those of the Statewide Transportation Plan:

·        Preserve the existing system

·        Enhance safety on the transportation system

·        Reduce congestion and improve service levels

·        Facilitate interregional connectivity

·        Improve access and mobility

·        Improve economic development

·        Enhance the quality of life (and the environment) 

The ISP is a comprehensive program of projects to meet travel demand and provide mobility for the horizon year 2035.   Potential funding sources to implement these projects have also been evaluated.   Finally, the ISP proposes decision-making and project development guidelines for upgrading the Interstate System.

The work program for the development of the Interstate System Plan was organized into three major phases with defined tasks during each phase:

  1. Data Gathering - Data Collection, existing projects and programs review, land use review, travel demand and connectivity examination, and performance measure development

  2. Evaluation - Deficiency evaluation, travel demand evaluation, air quality, military needs, and HOV needs evaluation, economic benefits assessment, and proposed improvement review

  3. Program Development – Program of recommended projects, funding option evaluation, decision making guideline development, and project development guidance

Key stakeholders and the public were involved in the ISP's development at all critical phases, including seeking out those who are either traditionally underserved by the existing transportation network or those who may be significantly impacted by future decisions.
