The Pavement Design Unit reviews pavement designs submitted by the districts and coordinates the meetings of the Pavement Design Committee. They train designers in the design offices of the general office and districts regarding new pavement design procedures. They keep abreast of improvements in pavement design procedures and help to implement them in the Department.

The Pavement Testing Unit is responsible for the overall management of the statewide smoothness testing program, pavement friction testing program, pavement deflection testing program, and video pipe inspection program. As a unit of the Research and Development Branch, they also help conduct research in pavement technology.
