QUALITY ADMINISTRATION BUREAU



Bureau Chief: JT Rabun

One of the four OMR bureaus,
the Quality Administration Bureau consists of five branches:
Administrative Branch,
Building & Equipment Maintenance Branch,
Research and Development Branch, Quality Assurance/IA and the
Pavement Management Branch


 

Administrative Branch

The Administrative Branch manages personnel, the purchasing of supplies and equipment, mail distribution, reproduction, and expense vouchers.

Research and Development Branch

The Building and Equipment Maintenance Branch administers the repair of OMR fleet vehicles, janitorial work, building upkeep and renovation, and the fabrication of specialty items. Reservations for OMR fleet vehicles are also handled by this branch.

Research and Development Branch

The Research and Development Branch conducts broad-based research affecting all types of GDOT activity but primarily geared toward new and/or improved highway materials and processes. The Research and Development Branch also operates the Roy A. Flynt Memorial Library .

The Quality Assurance Branch encompasses Materials Audit, Independent Assurance and Nuclear Gauge/Lab Inspection. The Materials Audit Unit maintains files on all pending, active and completed construction projects statewide. Materials audits are performed on all completed construction projects statewide. Materials audits are performed on all completed construction projects to determine if the materials used were sampled and tested at the prescribed frequency and met applicable specification requirements. The Independent Assurance Unit performs comparison testing with project acceptance testing for compliance with Federal Highway Administration requirements. Independent Assurance personnel provide support for GDOT's Lead Abatement Program for structural steel bridges. The Nuclear Gauge/Lab Inspection Unit provides repair and calibration of nuclear gauges used on construction projects. They also coordinate the AASHTO Materials Reference Laboratory Accreditation Program for the OMR.

Pavement Management Branch

The Pavement Management Branch manages the pavement design approvals for the Department, keeps abreast of the state-of-the-art in pavement design technology, and coordinates implementation of new pavement design procedures. They will coordinate pavement design approvals by chairing the Pavement Design Committee and approving pavement designs submitted by the Districts. This branch also performs pavement evaluations and performs pavement testing for the Department including the falling weight deflectometer, smoothness, and friction testing. They also operate the pipe camera testing equipment.
